Oncor ( formerly known as TXU Electric Delivery) & CenterPoint Energy just to name a couple of Texas based companies that will read your meters and send their report to Public Utility Commission (PUC), which then sends those readings to your power provider (Cirro Energy being one power provider company), which will send you the bill based on their current kwh rate. Oncor & CenterPoint are also charged with ensuring that the frequency and duration of electrical outages - whether due to storms, accidents or equipment malfunctions - meet or exceed industry standards (meaning if there is a power failure they will get it back up and working).
